There are the following possibilities: pelletizing / briquetting and reduction in rotary tubular ovens to obtain pellets of iron sponge as mentioned above. This path has a major disadvantage due to the presence of non-ferrous metals in iron sponges such as Cu, Pb, Sn, which the steelworks do not approve above a level of 0.2%, cumulated. Another way is to melt the briquettes of these ferrous wastes in the mixed loads with scrap with min. 65% Metallic Fe obtained from the recycling of steel and furnace slags. The cast iron even if it has non-ferrous elements is very good for casting parts, it will not be used in steel making. The attached article presents a technology for recycling these wastes in small capacity furnaces and the resulting cast iron is used for casting parts.
First thing you have to keep in mind that what is Fe% in your tailing and sludge. Also, you have to check the fixed carbon % in the sludge. You have to check the other chemical elements present in the sludge. There are possible ways of utilizing these industrial waste in a sustainable way.
1. You can use you're tailing sample (in fines) to recover high-grade concentrate by adapting reduction roasting using sludge as reductant (if having fixed carbon %; like blast furnace flue dust).
2. If your sludge contains a significant amount of CaO, you can use it in the sintering of iron ore to maintain basicity. Also, these tailing iron ore can be used in the composite agglomeration process (CAP).
3. Also, the sludge can be used in making cement as a replacement for portland.

However, the utilization of these wastes majorly depends on its chemical compositions.
