I need a comparator with an offset of less than 5 mV. It is better to be designed in 0.18 um CMOS technology and the dimensions of MOSFETs should be clear. Thanks.

the article proposes a very robust structure with a low-power offset cancellation technique. However, if the offset cancellation loop is too complicated for your design, you can always decrease the residual offset be enlarging the input devices at the expense of excessive power consumption.
