Public sector universities termination reasons?

From a long time we have been hearing that public universities usually fires / terminates people due to two major reasons

1) Financial Proven Corruption

2) Moral Corruption / Harassment

But sometime public universities fires / terminates for other reasons.

Are personal linking dislikings or speaking against malpractices is a good reason to fire people as well?

Are public universities are viable to do this?
