I Think the people who made that decision as a committee there have never published a survey paper in (non-paid, well reputed) journal, so they have no idea that survey paper is not a summary only its have novelty as well. NOTE: I am not talking about The survey papers published in paid journals (business oriented Journals for money, or fake or un known conferences or journals.)
One of the issues I have noticed is that there is no way to check a survey paper without redoing the whole research again.
If the survey does not consider ALL the research already done on a topic, then it is defined as a biased paper based on cherry picked papers to review.
Even if one paper is missed and that paper has measurements and observations or even research which states things opposing the review paper being made, then you shall understand the issue we have with survey and review papers.
If you have done actual measurements and your research is not completely based on other papers then it can be considered real research.
By cherry picking any opinion can be converted into a so called research paper.
There are many fields and cases where this has been used to use the science as a propaganda.
That is the reason some people in the research community do not consider review papers as real research.
I do agree that when good reviews used to be done and cherry picked reviews were not in the community and it was self regulated, then these papers were ok to be accepted. However due to the propaganda of some people in the community the value of review papers has been destroyed. Due to lack of credibility and ability to recheck them completely.
