You can try this tool: http://www.srnaprimerdb.com/. miRNA primer has universal sequences, will get those in the miRDB database. I will recommend to use predesigned primers of your interested miRNA from the standard company. Get LNA base attached miRNA primers, it enhances stability and avoids unwanted binding. For small non-coding RNA, the regular primer design rule doesn't apply. You can try with published reported sequences and see the result.
