To increase workability it is better to use a range of Water reducers and aggregates which has high specific density. I have done -90 concrete using this ideology and I got good results.
Do some good literature review to understand the ideology to select proper proportions. The proportions needs to be change as i think cement content is vey high. Also adjust HRWR. Also provide expected target strength and workability and what is results you achieved.
Limit silica fume to less than 20% of cement. Fly ash to less than 15% of cement. For your aggregates use fine aggregates of different sizes within the range of 150-750 microns, a combination of silica sand and quartz will do with total composition of fine aggregate content to be less than 40% of the concrete volume.
For HWR, use the optimum as provided by the manufacturer, usually most manufacturers will specify 0.1-0.2% of cement. Check their allowable range as specified on the datasheet of the chosen HWR. Lastly limit your water to 0.2 of the cement content. Usually for the mixing dont pour all the water at the same time.
