It depends what you plan to do with your data. Are you just wanting to report descriptives? Also, are you conducting the survey using software? For some needs that software may suffice. Also (2), what software do you have available (or are you happy buying additional software)? Also (3), what are you and your colleagues most comfortable using?
THE best software is contained in our own brains; next best is either a qualitative or quantitative analysis IT package---which, strictly, just manage the analysis, this being more overtly realised with use of a qualitative package.
SPSS is probably the best software package, but it is also expensive. If your research institution does not have a license (or if you are not affiliated to a research institution at all), you could aim for R Studio, which is developed by other researchers and available for free. STATA is another option. If you only want to provide readers with a selective descriptive analysis, you could even use Qualtrics.
