I disagree. The fact is that it is unclear who and how will determine this quality. And judges who? Let me give you a simple and clear example. Albert Einstein's article "on the electrodynamics of moving media" would not have been published if the editors had listened to the reviewers ' estimates. If you listen to them, nothing new will ever be published. All new reviewers will evaluate either as quackery or as pseudoscience.
Almost all the Sciences that today constitute the flower of science and the basis of the power of States were once considered pseudosciences. This is nuclear physics, genetics and Cybernetics. And some are now considered pseudosciences, such as alchemy. And this is despite the fact that the transformation of elements in fast neutron nuclear reactors is carried out on an industrial scale. If in due time articles in these directions were not accepted by zealots of quality of scientific journals, these Sciences would not exist now.
