It is really difficult to pay amount regarding publication of Journal fee for publication. So it is the duty of Organizations to pay this amount. Mostly leading Journals are paid one..
Rajvir - that depends on the organisation. Some universities will allocate funding to pay for open access fees - particularly if they are dependent on national ranking schemes i.e. PBRF (New Zealand), RAE (UK) etc. However, there is usually a limited cap on this allowance and many fee-charging journals are of low quality compared to many 'established' journals that do not charge for publication. Many other universities will not fund such publication - and so it is up to the individual researcher to fund those publications through 'consultancy' funds etc.

In my opinion many established Journals are charging for publication. In developing countries it is problem to pay the publication charge and many organizations are not having provision to pay? On Agricultural Engineering leading Journals like Transactions of American Society of Agricultural Engineering; Elsevier publications; Biosystems Engineering, Bioresource Technology and few Journals published by African Societies are paid one.. ..I will be happy if information available of some Journals which are unpaid which will be helpful to us..
we might be 'getting our lines crossed here'. Most open access journals charge, and I agree that many established journals are now offering authors the option of an 'additional' open-access facility (that was not available previously). However, that option is 'optional' - and I always say no.
