In some cases h-index is given 3 or 4 citations but in some cases it is not considered after even 5 citations? Any one can highlight on this so that other can benefited on this matter.
The h-index is defined as the maximum value of h such that the given author/journal has published h papers that have each been cited at least h times.

For example, if you have five paper with at least five citations, then your h index is 5. It does not change, if you have more citations on these five papers. To have h-index of 6, you need six paper with at least six citations each and so on. From your example, 5 citations does not count because either h-index is already higher than 5 or there are less than 5 papers from the same authors with citations of at least 5 each.
The h-index of a publication is the largest number h such that at least h articles in that publication were cited at least h times each. For example, a publication with five articles cited by, respectively, 17, 9, 6, 3, and 2, has the h-index of 3.
In the case of you posted, a 5 publications are required with 5 citation at least for each one...
