The fault will be from the author until the editor refuses to communicate/correspond with the author. Then I think the author is free to submit to a different journal and inform the previous journal of withdrawal of such manuscript.

The law is lightning. Submitting an article must be in one journal and you can not submit in another journal. It's hard but it's the law. We must blame the law and we must change this law and give the author the freedom to choose maxi two journals. (my personal opinion)

Multiple submission of research paper is not correct and against ethics. You can imagine how much time a journal establishment spends to vet and print one article. If the journal takes too much time for processing, you can point out the delay and even withdraw the paper. Such authors should be black listed and the journal must write to the employee of the author about this unethical behavior!

Recently the SCI journals always displayed duration of review process, publication time after acceptance etc in the main page of journal website.Author may read and submit the paper...But, my personal opinion is if the paper is having high novelty or newness those papers are quickly accept ed and published..

Multiple submission is fault of author. If author wants to submit elsewhere after a long wait,the editor has to be informed before submitting somewhere else.

Author need to send paper to one journal only. However, journal need to respond in a reasonable time about acceptance or otherwise say within one to two months. This will motivate researchers.

“In the biomedical sciences, it is not acceptable for authors to submit the report of a study to several journals at the same time, including a manuscript undergoing peer review that has not been formally rejected by the original journal to which the manuscript was submitted. Authors who do not follow this standard may find that editors reject their papers as a violation of policy. In addition, this practice can be a violation of copyright.

If authors want to submit their article to another journal while it is under consideration elsewhere, then they must send formal notification to the editor of the journal in which it is under consideration, requesting that their study be withdrawn from further consideration. All coauthors must agree to the request for withdrawal and this agreement must be made clear to the editor of the journal with which the study is under consideration.

Authors should request formal acknowledgment from the journal to the effect that the editors understand the manuscript has been withdrawn from future consideration. On receipt of notification from the journal acknowledging the withdrawal, the authors may submit their manuscript elsewhere. They should retain a copy of the notification”

Most editors have improved their turn around time. I believe if other editors follow this approach by first screening submitted article by the editor before reviewing. Multiple submission can be reduced.

It is unlikely that editor may not carry out multiple submission of manuscript . However even author should not be placed under the fault for multiple submission of manuscript in the sense that author wanted to published his writing ,his messages & such other contribution for which he has tried he should not be considered his fault .

It is fault of author only. But it is necessary to see why authors are doing multiple submissions. Editors must complete review process in minimum time. They can increase number of reviewers so that the review process can be fast. Generally it takes more time and every one wants quick publications, the ideas of authors can be explore further if there is quick publications.

When author sent the same manuscript to more than one journal then surely it is a fault of the author only. But when an editor takes a lot of time for taking any decision and does not reply then it is the fault of editor only.

Author should be held liable for sending work to two different publishers without first withdrawing the first with proof. The norm is this. When an author submits to two publisher and then may be request at later stage to withdraw, he/she have to pay for the expenses uncured by the first publisher before withdrawal or same will be published in which I am sure the authors won't like.

Of course, it is the fault of the author, if author makes multiple submission without withdrawing the already submitted paper.

It could be the authors fault sometimes but most of the times it is because the editor never comes back to the authors to explain the glitch is the delay in rejecting or accepting the paper

The author is absolutely responsible for he/she shares his/her paper.

Sometimes an author is a student who sending its first paper for publishment and he may make this kind of mistakes.

Also, I have seen that the author requested withdrawing his manuscript but the journal office does not accept withdrawing. And this may also pull the author to wrong submissions to other journals.

This month’s highlighted case is about following up duplicate submission. In COPE Forum case number 17-20, journal A was informed by journal B that an author had withdrawn an accepted manuscript because it had already been accepted elsewhere. In fact, the manuscript had been published in journal A in the previous week. Records of the two journals revealed dual submission on the same day. However, the author repeatedly gave unsatisfactory responses when questioned by journal B, which then banned the author from future submissions. Journal A brought the case to COPE Forum after journal B’s editorial board suggested that it was journal A’s duty to inform the author’s institution about the misconduct...

It's entirely the author's fault. In his impatience, he feels the review process by the first journal is too long, so he tries another. In the end both accept the article. Also, in his lack of confidence in his work and self, he rushes into sending the article to another with less rigorous review process. In the end both accept the article. Either or both could arise in a bid to meet up with the pressure of promotion

It's a mistake of the author. He should wait a feedback and final decision from the journal he have already submitted.

Also there are journals that forbid submitting a manuscript to another one at the same time.
