Innovation, like the economy, is changing (Nesta Policy Briefing, 2008, p2). There is a predominant shift from manufacturing to service industries which accounts for the greater share of value added Nesta, 2006.
The position therefore can be assumed that to measure innovation performance in the service sector requires strategic targets with anticipated outcomes defined by the adoption of current market research patterns with established timelines.
