I do not know about such system in Indian universities. NAAC (National Assessment and Accreditation Council) assess performance of universities and colleges on different parameters including quality and quantity of research.
However I do not know about functioning of such system in universities in India.

I believe it is interesting to look the findings of Ivoni Bezhani (2010), entitled, Intellectual capital reporting at UK universities, and published in Journal of Intellectual Capital, Vol. 11 Issue: 2.
Findings suggested that the amount of Intellectual capital information disclosed by UK universities (as an example) in their annual reports is low. UK universities were identified as being over‐regulated and having low awareness ofIntellectual capital .
I have not seen any such report, the only reports that can be found are those in newspapers describing the intellectual loss of Greece due to brain drain.

At some US institutions, intellectual property is owned by the professors who produce it. As such, it is not reported by these institutions. At other US institutions, intellectual property is considered a work product and is therefore owned and reported by these institutions. So ownership is the key to who is responsible for reporting it.
