Is it ethical for a reviewer to submit just a sentence rejection note, without given reasons for rejection that would improve the quality of the manuscript?

Whereas, a second reviewer gave a conditional acceptance pending modification.

in my opinion it is not ethical because if you reject a paper you should give reasons for that to justify your decision
