It separates the 5'-part (F1c/B1c) and 3'-part (F2/B2) of the inner primers (FIP/BIP). The 5'-end part is complementary to an F1/B1 region in a newly extended strand, thus facilitates loop formation while 3'-end part is annealing to the template strand at positions F2 and B2.
