The question is not clear to me. I have some queries:
Firstly is your phenol content more than flavoniod for your sample. If so it is not at all a problem.
Secondly you told that the phenol content and antioxidant activity are high while flavonoid is decreased. Here I want to know whether you are doing the quantification with respect to concentartion and you mean to say that with increase in conc. your Phenol content and antioxidant activity increases while flavonoid decreases.

Antioxidant potency of a plant extract depends on the total polyphenol content including phenolic acids, tannins, flavonoids and others as well as Vitamin A, C, and E and some other secondary chemicals. Hence, it is quite possible that flavonoids content may decrease even with increase in the total phenol and antioxidant property of the plants.

Yes, there is positive coorelation between polyphenol content vis-a-vis antioxidant . However the relative concentration of different class of phenolic constituents may vary.
I agree with Dr. Yogesh Chandra Tripathi. Flavonoids, such as anthocyanins for e.g. may decrease , while total antioxidant activity and phenol content in leaves may be high
