e.g. lentivirus can be used in delivering of gene of interest into both dividing or non-dividing cells, while gamma-retrovirus is limited to dividing cell. In mixture population of non-dividing and dividing cell population, if delivering gamma-retrovirus, the delivering efficiency would decrease, but can we adjust cell cycle of mixture to a consistent phase (e.g. G1). Is it feasible?

Note that your strategy would only work for robust cell lines that are able to recover from growth inhibition. In most cases, lentivirus works better.
Usually in the literature, the words 'dividing' and 'non-dividing' cells reflect to 'different' types/sub-types of cells that differ in their differentiation status and capacity to divide. For instance, many terminally differentiated cells normally cease to multiply. When relating to infection or transduction of cells with the wild-type virus/respective vector system, its the ability or inability of the given virus or vector derived from it that determines gene delivery and transduction efficiency in a given cell type.
In your question, it seems that you are referring to a different scenario. Yes, in a non-synchronized regular cell culture, in particular of a cell line, cells are at different stages of development and cell cycle stages. One may try to synchronize, or even pause them at a specific desired stage, so as to increase the transduction efficiency even by simple genome retroviruses ("gamma") of a 'dividing' cell line for research purposes. However, increasing the time of exposure of cells to such vector preparations and/or using robustly dividing cells will also help with this purpose. Never-the-less, one is not expected to have much luck with transduction of non-dividing cell types, where you should use 'lentiviral' or other appropriate viral/non-viral vector systems, depending on whether one wishes to have transient or long term gene expression, in addition to gene regulation aspects.
