I know societies, where people at least claim that community is above the individual. Privacy in such societies seem to play a different role to what we are used in western societies. People say tat they experience discomfort, when they are alone and not with others. Also in societies, where the luxury of private life is restricted (e.g. people live in crowded areas / flats as they cannot 'afford' privacy to an extend than affluent.

I think Nissenbaum’s (2010) Privacy in Context is a great reference for this question - her framework of “context-integrity“ addresses both the OP’s concerns and cultural variety. She reframes the threat of privacy violations as not simply arising from a loss of control or secrecy (ability to deny access) but rather from the violation of the contextual integrity of information flows. In other words, when the norms that structure the transmission of different types of info between different persons (in different ways) are transgressed, that is when violations are felt. In her words, “What people care most about is not simply restricting the flow of information but ensuring that it flows appropriately” (Nissenbaum, 2010, p. 2). So it’s possible that as AI and other tech come to restructure the norms that govern the relationships between public authorities and citizens, what those citizens once perceived as privacy violations will also change, as the social norms shift. Privacy as a right is then possible and protected when societies work to pursue technological progress or penetration in line with collectively agreed upon norms for the relative appropriateness of information flows.
