of course there are universal primers targeting rbcL which can be used for species identification but I am afraid that they will not be suitable for all plant species (i.e. you will be able to identify the sample to the genus level, not to species level). Therefore, in some cases it s necessary to reach also for another DNA barcode sequences (e.g. matK, trnH-psbA).
