Well, yes, graphene oxide is much more hydrophilic due to polar oxide groups (hydroxides, epoxides, carbonyls making it probably slightly acidic) while reduced graphene oxide should have lost most of these functionalities so I would expect it to behave like some kind of "lame activated charcoal" in your application.
