You can check this yourself. The process is very easy.
For SCOPUS:
1) Please download the 'Scopus Source List' located at: https://www.scopus.com/sources.uri?zone=TopNavBar&origin=searchbasic
2) Then check whether your target journals are listed in the list. If 'yes', they are indexed in Scopus.
For Web of Science:
1) Please access the website located at: https://mjl.clarivate.com/home
2) Type the title (or part of the title) in the search box and hit.
3) You will be directed to the search results. If the field 'Web of Science Core Collection' indicates the title is included in 'Science Citation Index Expanded' or 'Social Science Citation Index', then it should have Impact Factor.
4) If you need to know IF values form the original source, you need to access Journal Citation Reports. Please contact your institution's library to check whether you have access to JCR.

The publisher of the first journal you seek does not have a working website, which could be a warning sign. While not all journals are indexed in Scorpus, you do need to be wary of so-called 'predatory journals' that charge very high fees for publishing articles, with an aim to make profit rather than disseminating quality research. I advise looking at the work of Bealle so that you can determine for yourself if a journal is legitimate or not (he has a list of suspected predatory journals and publishers, but it is not up-to-date), and I would encourage you to avoid those that have no interest in quality.
