1. Gallic acid is not a flavonoid.
2. It depends how do you measure flavonoids and how selective is your method.

It is a good idea to use a catechin. Gallic acid is not a flavonoid.
As you say in the beginning of your question that quercetin, rutin, or catechin usually are used as standard for determination of flavonoid in tea. So you cannot use gallic acid as standard because it is not flavonoids.
