What should be the minimum impact factor of an academic journal that you can consider a good venue for your research?

Many European institutions only value impact factor publications.
Nuno Carvalho here in pakistan the criteria is set by higher education department that there should be a good impact factor publication in order to get PhD degree.
If you want Internacional recognizion you need to publish in impact factor journals.
