If a Journal was not indexed at the time of publication.After few years if that specific journal got indexed with Scopus or SCI/SCIE. What will be the status of previously published papers?
You don't have to worry about that your paper will be available in the database. The article repository of the journals will be available in the database.
Sobia Arshad, ISI indexed journal and impact factor journals both are different things. lot of journals are ISI indexed but no impact factor like IJCSN journal.
At the time of paper submission, journal must be ISI indexed, then it is considered. For impact factor journal case, e. g. impact factor of the journals listed in JCR 2018 mean these impact factor is valid for papers published in 2017 year only.

So,apparently that papers will be counted as a category X papers as per HEC rules.
Kindly contact HEC on this matter. I give answer as per my knowledge. ISI indexed journals are only valid for the award of phd degree and not considered for promotion so these journals are not considered as X category journal as per my knowledge. Kindly contact HEC because only HEC give you the final answer.
As per my knowledge and HEC guidelines, only that paper is consider, if journal is ISI indexed at the time of paper submission or prior to paper acceptance.
The paper published will remain your property as far as the matter is concerned, if your paper has been published and the journal is ISI Indexed. Later on, if the journal achieves impact factor. In that case, it does not mean that your paper also got impact factor. In this case your paper will be considered as indexed paper not impact factor paper.
Moreover the ISI Indexed journal papers published are not even equivalent to X-Category local journals. Thus these paper will not be considered for promotion case. However, ISI Indexed journal paper is acceptable for MS and PhD degree only. It is a clear and strict policy of HEC. You can confirm it yourself from HEC as well.
Firstly, It depends on the journal policy. Secondly, you have to make sure if the paper has been uploaded to the concerned indexing database. So, it is becoming in the concerned indexing database, otherwise, it is not.
You should check the coverage of the index. If the journal index coverage is from 2016 onwards, any article publised by that journal from 2016 is counted as indexed article. But if the coverage is from 2016 - 2017 only, any article published outside that coverage (e.g. 2015 or 2018) is not counted in.

The previously published papers (before indexation decision) can be indexed for the request of the editor. the papers are visible, also citations are visible.
