Dear researchers,
Why mostly the paper that published in high ranked journal will get better citation than if the same paper has been published in a journal without impact factor? Are we looking for the quality of paper or the title of journal?

Usually, people believed the high rank journal because the reviewer board is so strong and they ask lot of clarifications before publishing. As a result people wants to cite those publications in their paper as a reference.
That means, high ranked journals get higher citation - no doubt.
One more reason: some people would more eagerly cite papers from high rank journals because they think that such citations render their own work more important.
In my view, the reason for high citation is that the IF journal would normally mean that they are indexed in well reputed databases and libraries in the world. Which means more readership with ease of access. Plus the higher the IF of journal and more indexed it is, the more likely it is to appear at the top ten search results of search engines such as google scholar. So when you searching for the topic, you tend to look for top ten relevant paper that appears in you search query result, and so are most likely to be cited.
The journal with low impact factor means, that their readership or visibility in search engines is limited, due to lack of indexing in major libraries and databases, such as IEEE, ACM, Elsevier, Thomson Reuters, DBLP, WoS, etc. Therefore such papers of low indexed journals would not be at the top of search engines generated results, thus lacking the chance to be read and cited.
