I intend to use Landsat 7 image of 2006. However, I has dark strips as a result of scan-line error, which depletes the quality of the image. Can I remove such lines using ArcGIS 10.2 software?

You have to use a Gap-Filling Restoration Methods.using different methodologies.

I don't think that you can get solution from ArcGIS SW, it is a common image processing problem; a number of techniques have been suggested- try with Erdas, ENVI or Geomatics SW etc.
Performing focal analysis on the image using Erdas is cool...
ILWIS has its own Filter algorithm which can also be used...
The results can be compared closely before further processing can continue. Cheers
landsat toolbox is unable to correct scan line errors.
it is showing following errors:
error 010141: error in creating a raster from a geodataset
failed to execute (Nibble)
failed to execute (lnadsat7scanlinerrorfill)
any idea what happened here?
You may resort to using Erdas Imagine software to remove it (though not complete removal). I once used it and its helpful
I make use of ILWIS in removing image scan lines but if the spaces/gaps are much, the level of approximation may render the data spurious.

Use a landsat 5 imagery, correcting the scan line can lead to incorrect data. If you still wish to use LS7, you can download the gapfill in Envi 5.3
