According to the website, in the 1980's Community Patrol Policing Programs were successful: community patrol officers integrated activities such as attending community meetings and organizing block associations into their crime-fighting responsibilities, and received fewer civilian complaints than other officers.

Around the same time another program started called Compstat (the term is derived from “Compare Statistics”). This program had police agencies intensively measuring success based on crime statistics and trends in specific neighborhoods or precincts. Compstat is now central to police management decisions regarding who, what, where, and when to police. Compstat has been adopted by both large and small police agencies across the U.S.; its beauty is that it can be customized to an agency’s priorities and resources.

Building trust in policing takes a combination of crime statistics and community engagement. The Compstat 2.0 program combines principles of project management to achieve a reduction in crime stats and increase in community trust of police.

Thank you Carole for your answer. The TTPS in their strategic and operational plans (see links) have mentioned the use of COMPSTAT along with other initiatives. 

So they do have knowledge of the proper tools. What my thesis is looking at is the proper implementation of such strategic and operational plans using a project management approach. Also, in looking at how a project management approach can be used to solve cases (if we look at each case as a project in itself).

Of the many project management websites out there, I have found the ProjectManagement website most helpful for me in formulating an approach and determing tools to use for a public health preparedness project. General resources are available for free on the website, of course, you can pay for the premium version. An article posted on July 9, 2015 entitled "Four Steps Project Managers Should Follow to Help Ensure Strategic Success" written by Marcela Diaz Angel, MGP, PMP might be a good reference for your thesis. Gyasi, In my research, and professional experience, project management is critical to effective implementation. Police Forces in the UK use project management tools (such as Prince II) at times, however these tend to be for technical projects (ie the implementation of a new crime recording system. My own view is that if more informal project management systems were used, policing could be more effective. It could be argued that the SARA model (from Problem Oriented Policing) provides this type of approach. In my book (Effective Policing: Implementation in theory and practice) I look at this issue in more detail and put forward some more options. I also put forward when good project management (ie UK government gun crime initiative) is used, better results follow. Good luck, Stuart
