Director-General of WTO Pascal Lamy, in a speech at the Oxford Martin School, Oxford University on 8 March 2012, said: 'I had the chance, in my professional life, of working at three different levels of governance, which I often compare to the three states of mass: the national level, which in my view represents the solid state; the European level, which is liquid; and now the international level, which is more like the gaseous mass. The challenge with global governance today is to try to move from its current gaseous state to a more solid one.'

The short answer to this question is "NO." There are too many tribes and nationalities at each others throats to allow government on a world wide level. It is an unobtainable dream. The way the UN is set up, one country has veto power over all the rest. This is foolish. This alone is a recipe for failure.
There are lots of global legal regimes, regulating the world in specialized sectors. It you ask for a State like global government is It is clearly out of sight. Nonetheless, the efforts are done, and should be done, to improve the quality of legal control on the material power of specialised global regulators.
