Is it justifiable to test both intention and actual usage at the same stage? In UTAUT2 framework, they mention that the data is collected in two stages, but the sample was mobile users at both stage? What is the difference between two stages of data collection?

Not justifiable in my personal opinion, however Impact of Behavioral , motivation and psychological reasons are effect on intention stage UTAUT2. Furthermore intention is quite different from actual usage. Data was collected at usage stage Impact of price value, performance expectancy, usage expectancy, habits UTAUT2. It may be differ in both stages. However, in comparative study of service you can use both the data to know the behaviour of users.
