I am in the process of recruiting survey participants. Many of them have their organisation details and contact names/numbers on a publicly view-able member directory.

Do I need to contact the organisation behind this directory for permission to use their directory or can I just go ahead and contact participants anyway if the information is public?

My supervisor said to get consent before contacting any organisation's members or employees but she did not say what to do if their contact information was already public.
