Is there a public or international forum where one may discuss how to turn his/her research into practical applications or commercialize it. There are many useful researches published but they remain dormant after getting published.

Especially in my country (Pakistan), the govt. or private organizations are not quite progressive and either delay any processes of growth or ignore many useful researches even if we they may be highly useful for the country.
