Here are some potential strategies:
1. Encourage greater investment in research and development.
2. Promote STEM education
3. Promote technology transfer.
4. Encourage open innovation; and
5. Address geopolitical tensions.
Geopolitical crises recur, and the most difficult ones follow the cycle of a long human life (I recommend Howe and Strauss' book The Fourth Turning for a closer description of this phenomenon). The Western World is currently in such a crisis. I do not think that this is the time for between major global powers that may allow them (emerging countries) access to technological resources. However, the principle that it is better to rely on oneself and one's own resources remains universal. Each developing country should pursue its own development policy, even if this is difficult. This is the only sure path of development. The starting point is always education, so I agree with the previous speaker.
Considering the world political situation, there is no real chance of establishing beneficial cooperation between the US, Europe, Russia, China, and other developing countries in the field of high technology. The US and Europe have officially declared that Russia and China are their adversaries and will limit any exchange involving the transfer of high technology, especially that with possible military use.
Dear Jorge ,thankyou for your reply ,but i mean cooperation in other fields away from millitary and nuclear use for millitary ,But China and Russia are now considered another pole that affect the veconomy and control the world as competitor to USA.
Dear Tareq Alasadi, Jorqe Morales is probably right. Besides, nearly all high technologies of civilian use are nowadays interconnected with their respective military counterparts. As being interested in international trade relations, I am now reading nearly every day about new dual use restrictions in the world trade. So that high tech cooperation during an intensive geopolitical rivalry it’s not possible for now, at least. Good luck with your research.
One way to achieve this is to increase investment in the STEM fields. Russia, China and Middle East countries can increase their investment in science and technology.
