I was asked to take ammonia in ethanol and dropwise add trichloroacetylchloride to get trichloroacetamide. Knowing trichloroacetylchloride is not compatible with alcohols and reacts violently with water I am not sure this is a safe way to attempt the preparation of the expected amide.

Hello, because of the extreme water sensitivity of trichloroacetylchloride you will need to do this reaction using dry ethanol in a dry environment in order to avoid the production of by-products (HCl and trichloroactate). So long as you are careful with your addition, this reaction should be safe to carry out. I would also suggest you cool the reaction flask in iced water whilst you carry out the addition.
