how to get perfect green synthesized silver nanoparticle ? extract will be added to silver nitrate or silver nitrate will be added to extract?

i have tried plant extract adding to silver nitrate to form silver nanoparticle but results found that uv spectrum shows less than 300nm peak but silver nanoparticle peak ranges from 400-500nm
