cutting fluid used should have ability to form a thin layer separating tool and workpiece surface during machining process, for this moderate amount of adhesiveness should be there for any cutting fluid.
I dont know a method to measure adhesiveness, but one option, if the machining process use rotating tool like milling, may be to weigh a dry insert. Then wet the insert with the lubricant and finally centrifugate the tool a the rotating speed that tool work, and newly weigh the insert. The difference can represent a grade of adhesiveness of the lubricant.
