I have a dataset of private equity transactions per year, per industry and country (I have provided an excerpt in the attachment).

Now, unfortunately, I only have the deal volume for about 70% of the datasets because it is not made public for certain transactions. However, I need an understanding of what the cumulative purchase price of transactions is in a year, an industry, and a country. This is important for later questions but no regression is done on the basis of the cumulative deal sizes.

In some papers I have looked at, the authors write for example: "One complication is that we only have information about the deal size for 50% of our transactions, so for those analyses we impute missing deal sizes by constructing fitted values from a regression of deal size on fixed effects for country, investment year, and target industry."

I understand this to mean that the dependent variable is the deal volume and the independent variables are the fixed effects of country, industry, and year. But I don't understand how it is possible to set up a regression with only fixed effects as independed variables. Especially in Stata?

Can you help me with this?
