How to dissolve anhydrus caffeine?

I would like to prepare a caffeine solution (1 M) for my vascular reactivity experiments (20 mM, final concentration). I have tried dissolving it in water, DMSO and ethanol; but it does not dissolve completely. Any advice or comments are welcome.
