How to derive Occupational Exposure Band (OEB), when we have OEL?

The NIOSH draft guideline highlights the importance of OEB and its applications with examples. However, still there is lack of clarify on how to obtain/derive OEB when we have OEL and NOAEL/LOAEL/LOEL/NOEL.

Can any one help me in this.
