I have WI-38 cells. Although the cells look healthy, they are growing very slow,. I have increased the serum (FBS) from 10 to 15%, cultured in high glucose and high glutamate media, yet it is not dividing fast enough.
Are there any growth factors necessary for it to proliferate faster?
What else can be modulated to increase the proliferation and growth?

I have cultured WI-38 in EMEM + 2mM L-Glutamine + 1mM Sodium pyruvate + 1% Non Essential Amino Acids (NEAA) + 10% FBS. They grow quite well.
Besides the nutrients in cell culture media, you need to check on other factors that may be causing stress to the cells like temperature fluctuations in the incubator, the inappropriate environmental gas mixture or even contamination.
