Is it possible to induce hypoxia of the scalp or selected regions of the scalp? If so, how?
The purpose would be to help secrete leptin, which is a newly identified anagen inducer. Is there a substance that you can inject to induce hypoxia(that would be reversible)? Or any other way to induce hypoxia but limit it to the scalp?
I would suggest some chemical substance that induces or stabilizes HIF-1 which is the major pathway activated by hypoxia. It is a way around, but seems to work.
Adequate chemicals include DMOG (dimethyloxaloylglycine) or cobalt chloride
Finding a way to restrict their diffusion is the next (difficult) question, alas.

Unfortunately, DMOG, CoCL2 or DFO are starting to be toxic for cells after 24h. Hypoxia does not induce cell death. It has mostly a protective effect, at least on cancer cells.
You should also consider that, in most cases, in vitro conditions of cell culture are superoxic in comparison to what cells experience in vivo. Make sure you take this into account if you are extrapolating from an in vitro model.
