How can I get NOAA GNOME Anlayst tool?

I have run a GNOME oil spill simulation using the NOAA GNOME software. I have also been able to import the splots into ArcGIS using the GNOME import tool for ArcGIS. However, I need to convert the 'splots' into contours representing categories of oiling such as Heavy, Semi-Light, Light, etc. GNOME analyst does this but it's not available for download on NOAA website. I have seen studies/papers with these contours and was wondering if there is a way I can access this tool apart from NOAA website. Any other tool that can do this will also be appreciated.
