I would like to identify mouse DC and distinguish them from monocytes in whole blood and tumor tissue mouse samples, by flow cytometry. May I do this using a panel with CD11c, CD11b, LY6C, F4/80, MHC class II, CD80 and CD86? Do I need CD115?

Your panel looks nice, I recommend to add viability dye to exclude dead cells and lineage negative including CD3 and CD19 to exclude adaptive immune cells and focus on the rest.
You will be able regarding your markers to identify:
-DCs: CD11c+F4/80- and you can identify two populations of DCs regarding LY6C
also you can identify other family of DCs CD11b+CD11c+Ly6C+ and CD11b+CD11c+Ly6C-.
-Monocytes: CD11c-Ly6C+ , be carefull to distinguish between monocyte and macrophage regarding F4/80+. Also macrophages express MHCII .
If you include LY6G in your panel, you will also have the neutrophils CD11+LY6Ghi which also could be interesting to look at.
Add some activation markers markers to your panel or inflammatory cytokines as TNFa, IL-6 and IL-1b...
