I have 4 types of oils : 1-coconut oil  2-olive oil  3-castor oil  4-Aloe Vera Oil

and one type of surfactant (sodium lauryl sulfate) as a base for shampoo preparation , but the problem is that SLS cannot completely emulsify the effective percentage of the oil because of its high hydrophilicity (HLB = 40) , so i think it is reasonable to first determine the HLP of the oil to be emulsified then to prepare a mixture of surfactants , but now another problem arise that is how the optimal mixture can be obtained using either Spans or tweens in addition to SLS ?
