It is a bit suspicious that you observe UV peak at 600 nm...

According to the international convention, UV range stops at 400nm !!!

You can analyse cobalt nano-particles using UV-visible spectroscopy (around 400-500 nm), for further characterization you need to perform XRD, Elemental analysis, HR-TEM etc.
