According to the response that I got from a famous person in the field of airline revenue management:

the PODS code can only be used/modified by members of the PODS consortium currently members include large global airlines and int'l RM vendors.

they pay a significant fee each year to belong and then they get to vote on areas they'd like to see researched in the PODS simulator.
