Hi, Shuvayan, yes, its is possible. 

 I now two suitable options:

 1st you can run Fluent through out the ANSYS Workbench Interface, there are  optimization tools available. 

2nd you can use MODE Frontier. produced by Esteco, but is a ANSYS business partner.  In Mode Frontier you  have modules for input, DOE, Optimization Tools, graphs, data output, etc. The concept is as  block, each block  has an operation and can control  since a  datasheet in txt format  until  a  CFD simulation or a CAD parametric geometry that change the inputs according to the optimization output. There are  a lot of algorithms to create  random data, DOE, sensibility analysis, and optimization. You can integrate Excel with Fluent, CATIA and Ensight, for example.  

The software will control and access each program defined in blocks. It is the best tool that I know to deal with this.

first you should make a parametric geometry. two types

1- CAD-Based: Bezier-patch, Bspline, sketch dimension,

2- Mesh-based: RBF-morph

RBF-morph, FFD, ASD techniques could be cad-based or mesh-based

mesh-based is better than cad-based because you omit one step from your optimization cycle

Geometry --->Mesh --->Solver ---> Optimizer---> Reconstruction of geometry and go on

But mesh based needs import geometry and meshing just once and for geometry reconstruction you need modify mesh specially surface mesh for body.

There are some software connection

1- CAESES+STAR CCM or SHIPFLOW

2- Ansys workbench (Fluent+DesignExplorer)

3- Star CCM + HEEDS

The best option is mesh morpher/optimizer of fluent
