I want to calculate the computing time between two controllers implemented with Simulink. But when I try to use the "tic toc " function,. I got for the same controller two different values and are not acceptable.What is the best method for calculating time consuming?

Note that even for a simple calculation in the matlab command line the time the system needs to do the calculation will vary due to processor activity, etc. Additional, if you made a change in simulink the programm first compiles the model to runable code. Thus your first simulation will always be slower then the following ones (until you change something again).
If your interest are the real time capabilities, you probably should generate C code of your controller and test it. Check:

If the model is running too slow this may be caused by some nonlinear behaviors the solver tries to solve by decreasing the step size if you use a variable step solver. Try a fixed time step solver. On the other hand if you use a fixed time step solver the selected time step might be so low that it takes time to solve it. You can then increase it and speed the simulation up (but be sure to check the accuracy of your results).

So far I know, there are no direct methods to calculate the elapsed time of a particular Simulink block/subsystem. You may follow the following steps:
1. Run the simulation in fixed step.
2. Put the controller inside the enabled subsystems block (Reference: https://uk.mathworks.com/help/simulink/ug/enabled-subsystems.html)
3. Try to use timer block to calculate the elapsed time of the enabled subsystems block (Reference: https://uk.mathworks.com/matlabcentral/fileexchange/5761-reset-clock?s_tid=FX_rc1_behav)
