Does anyone know the best way to get a homogenate of mouse brain?

Can I do it just by using cold PBS and a few freeze-thaw cycles?

I used this method many years ago, it is reliable and quick. I suggest starting with spinal cord but you can dissect out brain white matter if you wish.
