On a very tight budget, DMEM is the only media available in the lab. Would this media be sufficient to grow primary gingival keratinocytes?

It is good that you have DMEM. But it would have been still better if you would have also had Ham’s F-12 which perhaps may not be that expensive.
Use the two media in the ratio of 1:1. You may add 10% FBS as supplement to this mixture. There are other supplements which may be required such as 2mM L-glutamine, 1mM sodium pyruvate and 400 ng/ml hydrocortisone (maintains proliferation at a slightly greater rate). Hope you may be having these supplements in the lab.
The above recipe would be much cheaper than Keratinocyte Growth Medium(KGM). But optimization of this lab-made media might be required, especially modifying the ratio of the two media. You may also try DMEM: Ham's F-12 in the ratio 3:1.

However, I am not sure to which DMEM were you referring to? High or low glucose?
