Has anyone had a PVDF membrane look like this after being washed in TBST? I dried the membrane after the transfer at 37 C for 10 min, then I rinsed in TBST and it looked like this.

The issue was because you dried the membrane. You need to re-activate it with low concentration of methanol. Or if you wish, you need to leave your membrane on TBS at least 4 hours before blocking.
I suggest you not to dry the membrane. After the transfer do 2 washes on TBS (10 min each), after that your membrane is ready to be blocked.
If you want to store the membrane, then you can dry it and store it in a bag. You can reactivate it if you want to reprobing it.
